The public /materials page only shows items that are complete, approved, and explicitly marked for the public library.

Approved uploads with subjects, summary, attachments, and a clean path back to the tutor profile. Only items that passed review and were explicitly submitted to the public library appear here.

Uploads stay compact, enter a proper moderation flow, and can stay profile-only or move into the public library when they meet the required fields.
